Medical Packages

For Seafarers

Nationally, the medical standards set by the Department of Health of the Philippines in conducting medical fitness examinations for seafarers primarily aim to maintain the safety of seafarers at sea in the performance of their duties, protecting their health, the health of their fellow crew members and passengers on board (Department of Health 2007, 18).

Internationally, the concerted efforts of World Health Organization (WHO), International Labour Organization (ILO) and International Maritime Organization (IMO) in harmonizing the varying national fitness standards for seafarers led to adoption of international medical guidelines that would ensure better understanding of seafaring life and effective provision of medical care to seafarers.

Both national and international guidelines as well as medical standards established by Protection and Indemnity (P & I) Clubs, Maritime Directorates, Trade Associations and Foreign Principals/Employers play a key role in the judicious evaluation of Pre-Employment Medical Examination (PEME) of seafarers.

The operational guidelines governing the conduct of Pre-Employment Medical Examination (PEME) of overseas work applicants were issued to implement the functions of the Bureau of Health Facilities and Services of the Department of Health. These guidelines were promulgated to establish, regulate and upgrade the standards of medical services and examination (Department of Health 2003, 1). In unison with the requirements of foreign embassies, these operational guidelines determine for the most part the medical fitness of overseas workers.

Medical guidelines of companies, specifically concerning job position-related restrictions, are accorded top priority in deciding whether an applicant is fit to work or not. When conducting Pre-Employment Medical Examination (PEME) for local employment, due consideration is given to the company’s immediate need for the applicant to start the job.
